This may well be the syringe used to inject Dr Roux's anti-diphtheria serum, as can be seen in this 1912 catalogue.
Maison MATHIEU was bought out in 1919 to become Etablissements Jouan successeurs. The syringes marked MATHIEU therefore date from before this date.
Dimensions of the closed syringe: Length 15cm Diameter of the body: 2.2cm
The seal is no longer watertight and is damaged.
