I haven't found much information about Dr. Finelle, but he was a doctor from Burgundy who practiced in Dijon and won the Picamelot Prize in 1903.
A medical pamphlet published by Dr Finelle in 1904 at the Imprimerie du Journal du Havre: ‘On the use of a new trocar needle for paracentesis and injections of fluids into the body’ explains that this trocar needle was used to perform abdominal punctures (paracentesis).
